Since states performs most of the traditional functions of governmental units and deal with subjects having directm immediate and intimate impact on the furtunes of the citizens, the demand for separte statehood objective relevance. The key hypothesis of the present work is that the increasing demand for smaller and socio-economically more homogeneous state needs careful and sympathetic considerations.
