In this book the author has attempted to examine to what extent the municipal authorities with Rajasthan discharge their functions with limited constitutional powers and in the midst of paucity of resources. The specific problems in relation to management of fund and meeting the requirements of different municipal services have been brought to light. Various subsidiary problems relating to the organisation and functions of local governments, level of expenditure, quality of service provided etc. have also been considered.
